Although historically County Gov’t purchase orders (finance) were the most corrupt segment of Gov’t via favoritism & bribes or kickbacks — the latest segment or dept. has been public works — millions
of taxpayers dollars ripped off via bogus bid specs (allegedly devout LDS Mormon Stan Nakasone & confederate Randy Riley). Inspectors, direct face to face go-to w/consumer applicants, contractors, sub contractors, etc. — ripe for bribes & stonewalling (verb) victimized applicants. Planning Dept. contact w/engineers, architects, etc. haven’t resulted in chronic graft & corruption e.g. Honolulu rife w/crooked actions via combined planning (public works) permitting. Less contact w/boots
on the ground in the Planning Dept. than in the Public Works Dept. is the proven answer for Hawai’i County. Mayor Yamashiro squeezed thru Planning & Public Works road paving favors for C. Brewer Wainaku Executive Ctr. & allegedly campaign donor friends at the public’s expense, so he wasn’t Christ-like. But his overall fiscal purse-tightening was the best ever in the nearly120 yr. history of Hawai’i County Gov’t. esp. his privatization of money-draining UPW utterly wasteful expenditure of taxpayer money.
